Please circulate this information as required.  

 

As mentioned below the Activity Split, for the Auto Enrolment, has been prepared for ESBS-ETB Payroll (attached).  The Activity Split details the responsibilities of both ESBS-ETB Payroll and the ETBs for the My Future Fund scheme.  This will then form part of the overall Activity Split and will be included in the SMA at the next review meeting. 

 

Please note that the attached Auto Enrolment Activity Split relates only to ESBS-ETB Payroll.  A group representing SOLAS, The National Apprenticeship Office, DFHERIS and ESBS Apprentice & Learner Payments Operations are in ongoing consultation with the DSP regarding Apprentices and Learners and further communication will issue on this matter once more information becomes available. 

 

A configuration session is to take place between ESBS-ETB Payroll and the Access Group w/c 3rd December.  Further to this, ESBS-ETB Payroll will arrange a 30minute teams session on Tuesday the 9th of December at 2.30pm to go through the Auto Enrolment process, from a PeopleXD perspective, and to ensure the activity split is clear.  An invite will be issued to everyone on this thread. Please forward the link to any other relevant staff in your organisation that would like to join. 

 

Please send any queries to ETBHRqueries@esbs.gov.ie by COB on Tuesday the 2nd of December.  ESBS will then collate all queries and these can be discussed at the session on the 9th of December.  If required, the activity split can then be updated. 

 

NAERSA – Scheme Administrators 

National Automatic Enrolment Retirement Savings Authority (NAERSA) as administrators of the scheme will have the following responsibilities; 

 

  • Administer MyFuture Fund.
  • Determine which employees are eligible for auto-enrolment using Revenue payroll data.
  • Collect all employee, employer and State contributions, and invest the money on employee’s behalf.
  • Operate an online portal for employees, to manage employee opt-outs, opt-ins, suspension of contributions and re-enrolment.
  • Operate an online portal for employers, to facilitate the payment and monitoring of contributions.
  • Pay employees State Pension age which is currently 66.
  • Deal with Employer/Employee queries.

 

Based on information provided, an invitation to all employers to register with NAERSA is due to be issued in late November/early December TBC.  A NAERSA contact centre is to be established to deal with all Employer/Employee queries.  All queries on the administration of My Future Fund must be directed to NAERSA.
