Dear ETB’s

 

New legislation called Instant Payment Regulation (IPR) has recently come into operation for payments made within the EU, with the aim of promoting more efficiency in processing EUR payments and mitigating against fraud.  

 

For ETB’s operating a “verification of payees” process in house for payments made through their FMS - ESBS would like to confirm the accountholder name for the bank account into which you remit monies requested on RFTs is Department of Education and Youth.

This will be updated on all RFT documents going forward to avoid any confusion.

 

Similarly, in terms of account verification, it is assumed that ETB’s, in setting up a person for payment, have satisfied themselves, through their own internal certification processes, that the payees name on Core matches that on their bank account. 

At present ESBS do not plan on implementing routine verification of payee details as part of the standard bank file approval process.
